April Snell and others asked for clarity about geographic scope and the phrase "same basin or other defined area," recommending the draft specify basin or portion thereof to avoid a statewide interpretation. Brian said the agency will refine the "defined area" language so applicants understand acceptable spatial footprints and how planning grants must connect to potential future acquisitions.
