The council considered whether to provide further comment on the National Park Service’s (NPS) Los Angeles Coastal Area Special Resource Study. Staff summarized the study’s congressionally authorized process and the four statutory criteria the NPS uses to evaluate whether to recommend a new national-park unit.
Staff noted Manhattan Beach had already submitted comments in April expressing that NPS unit management was not necessary at this time and that shorter-term technical and financial assistance (for example, Land and Water Conservation Fund grants or Rivers, Trails & Conservation Assistance Program support) could address local needs without requiring a federal unit. After brief discussion, the council voted 5–0 to oppose inclusion based on concerns that additional NPS oversight would add complexity and coordination burdens without clear added benefit.
