Council renews Downtown Business Improvement District and appoints advisory board nominees

The City Council held a public hearing on renewing the Downtown Business Improvement District (BID) for fiscal year 2026–27. Finance staff explained the renewal is a state-law process that requires a public hearing and that assessments remain unchanged; BID revenues are funded through an 80% surcharge on the annual business license tax, up to $600 per business.
Downtown BID chair Michael Zisles and Executive Director Kelly Strohman spoke in support of renewing the district and described planned downtown events funded in part by BID disbursements. After hearing from the public and staff, the council adopted resolutions to renew the BID, appoint advisory-board nominees, and authorize disbursement of approximately $124,000 in BID funds from FY 25–26 by unanimous vote.
