Prineville adopts fiscal year 2027 fees and charges after brief public hearing

Finance Director Lori Hooper Antram presented the staff report at the public hearing on Resolution No. 1645 (fees and charges for FY2027). No written comments were received and no members of the public spoke. Councilor Janet Hutchison asked why water and sewer rates include a charge whether a property is occupied or vacant; Hooper Antram replied that "it is still connected to our system and requires maintenance," and City Manager Steve Forrester added that "whether they use it or not, it is still a service connection." Assistant City Manager and Public Works Director Casey Kaiser explained the rate structure is based on operation and maintenance and that System Development Charges (SDCs) are based on new growth.
After the brief discussion the council voted to approve Resolution No. 1645. The resolution adopts the FY2027 schedule of fees and charges and the city will implement the rates per the adopted schedule.
