The Prineville City Council formally declared the mayoral position vacant on June 15 after staff said Mayor Beebe submitted a resignation letter effective immediately. Reed, addressing the council, said, "On 06/15/2026, Mayor Beebe sent in a letter in which he officially resigned as mayor and as a member of city council effective immediately."
Reed told the council the city charter requires the governing body to declare a vacancy before initiating appointment procedures. He outlined a timeline: applications would be due on or before July 23, a July 28 work session would allow council interviews of candidates, and the council could make an appointment at the July 28 meeting to serve the remainder of the calendar year. Reed said appointed members serve out the unexpired term.
Councilor Speaker 2 (Council President Ethelman) said he would apply for the vacancy and clarified that a council appointment to mayor would create a vacancy on the council that must be filled by the same appointment process. A motion to declare the mayoral position vacant was made, seconded and carried by voice vote.
No public comments were offered on the vacancy during the meeting. The council scheduled the application and interview timeline to allow a selection before the end of July.
