Finance Director Lori Hooper Antram told the council staff is considering submitting a Consolidated Rail Infrastructure & Safety Improvements (CRISI) grant for approximately $16.4 million and noted the grant requires a 20% local match — about $3.3 million. Hooper Antram asked for council consensus to submit the application; the council agreed staff should move forward with filing the grant application.
Railroad Manager Matt Weiderholt described expected project benefits, saying the grant would support purchase of "18 miles of continuous welded rail," which he said would reduce track work needs for 40–50 years, and added there may be roughly $1.5 million returned to the city from selling scrap rail. Weiderholt also reported receiving "14-15 letters of support" from local businesses to include with the application.
