The Prineville City Council voted to approve the intent to award the 2026 Street Rehabilitation Project to Tri County Paving for $613,572.50. Casey Kiser, Prineville public works director and assistant city manager, told the council four responsive bids were received and said the work includes 2-inch grind-and-inlay pavement on most streets, a deeper 4-inch repair in a short section of Jordan Avenue done as two 2-inch lifts, and an overlay on Robin Street in the Mariposa neighborhood. "The apparent low bidder was Tri County Paving with a bid of $613,572.50," Kiser said.
Council members asked about project budgeting and neighborhood impacts. Kiser said the project was planned and budgeted within the current capital-improvement plan and the transportation improvement program. When asked for the engineer's estimate, the transcript records the figure as "$6.50," which appears to be a transcription error; the engineer's estimate was not otherwise specified in the record. Council member (S7) moved approval and a second was recorded; the motion passed on a voice vote.
Residents and council members asked staff to broaden resident notification about contractor routing for night paving after trucks used Deer Street and adjacent residential blocks during recent nightwork on South Main. Council member (S8) said some residents "knew nothing about it" and experienced sleepless nights; Kiser replied staff would discuss routing with the contractor and try to improve notice while balancing business-hour considerations. The council characterized the project as part of ongoing work to raise the overall condition of the city's street network.
