Ohio places Marion under fiscal emergency; state auditor to assist with reconciliations

Finance Committee Chair Aaron Rollins told residents the Ohio Auditor of State’s office has determined Marion meets a qualifying condition for fiscal emergency because the city’s books and reconciliations are several years behind. The auditor’s office will place Marion under fiscal emergency effective July 21, 2026.
Rollins read a committee statement saying past failures in the auditor’s and treasurer’s offices left reconciliations incomplete and negative ledger balances. He said the administration submitted recovery plans that were judged insufficient and that the state rejected the plan as not aggressive enough to restore required ledger accounts to positive balances.
Officials said the state auditor will provide daily assistance—at no cost to the city—for two years to complete audits, improve accounting procedures, and train staff. Mayor Collins (as introduced by the committee) said operations will continue and the administration plans to meet with department leaders and unions to explain next steps; the mayor emphasized that layoffs were not planned immediately and that steps had been taken earlier to limit personnel replacements to reduce impact.
Residents at the meeting asked about accountability and possible findings of recovery for prior officials; the chair said the auditor will likely pursue recovery findings once 2022 reconciliations are finalized.
