The Climate Change, Energy and Environment Commission approved an energy-committee letter that highlights energy-focused priorities for Arlington’s capital improvement plan. Elizabeth, who led the committee presentation, said the county is moving toward more on-site solar (though many projects currently rely on power-purchase agreements) and urged staff to re-examine some HVAC replacement decisions and to plan 'battery-first' upgrades when retrofitting buildings.
"They're obviously trying to embrace electrification," Elizabeth said, and the letter calls for battery storage pilots and preparing retrofits to accommodate storage and two-way charging. The letter also celebrates a policy shift: the county is now planning a 1-to-1 replacement of articulated buses with battery-electric buses. Elizabeth noted the committee recommended exploring energy savings performance contracts (ESPCs) to fund efficiency upgrades and flagged stormwater and canopy investments as additional priorities.
The commission discussed adding brief language about right-of-way public charging and asked staff or members to supply a short paragraph for inclusion. Chair Cindy Lewin called the motion to approve the letter with that pending language; the commission voted to approve it by voice vote with no recorded opposition.
