Attorney Isilolo Lopez urged the council to further reduce long‑standing code enforcement fines against her client, Roger Tommasino of Landmark Precast, explaining that Tommasino had invested about $300,000 to bring properties into compliance and that the special master had already commuted much of the penalty. "Mister Tommasino has been now in full compliance with the city's code... He invested into those compliance $300,000 of his personal money," Lopez said.
Council discussed the fairness of forgiving significant lien amounts that dated back years and in some cases preceded the current owner. After debate about precedent and the city's enforcement options, council approved a settlement that reduced the outstanding balance to a negotiated amount (hard costs plus a small percentage) and required payment in full within 30 days. The roll call recorded five votes in favor and two opposed; staff will record the settlement and begin execution steps on confirmation of payment.
