Richard Irving, a Great Falls resident and library cardholder, used the public-comment portions of the meeting to press the Board on transparency and governance. Irving said a recent transcript was "generally fair and detailed" but that some points were omitted; he expressed frustration at difficulty locating board packets and minutes on the City website and urged improvements to public access.
Irving recommended an "independent financial and performance audit conducted by an outside entity," questioned whether library usage statistics could be influenced by the presence of individuals experiencing homelessness, and suggested that Board members not serving the interests of library patrons and taxpayers consider resigning. The Board listened but took no formal action in response during the meeting.
