Presenter Miss Phelps explained the purposes and planning amounts: Title I supports at-risk students and pre-K ($3,506,663 planning amount referenced after a speaker correction in the presentation); Title II (planning $503,839) funds professional development and recruiting high-quality teachers; Title III supports English learners (planning amounts cited: $77,312 for Title III Part A and $19,954 for immigrant services); and Title IV planning amount $275,304 for academic enrichment, safety and effective use of technology (SEG 538-583). She also noted planning amounts are preliminary and can be revised in August and finalized in February–March.
During the hearing board members asked whether year-to-year changes were driven by enrollment or demographic shifts; Miss Phelps explained allocations are largely formula-driven and sensitive to student enrollment. A public commenter earlier in the meeting had urged dedicating more Title funds to direct student learning rather than staff salaries; staff responded that funds are budgeted based on program needs and federal requirements.
No formal action was required at the hearing; the presentation fulfilled the public-notice requirement and the district will adopt final amounts when federal allocations are confirmed.
