Trappe council approves emergency diesel generator purchase for water tower

On Sept. 11, 2024, the Trappe Town Council voted unanimously to approve an emergency purchase of a diesel generator to replace a broken propane generator at the town's water tower, using American Rescue Plan Act (ARPA) funds. Commissioner Jeremy Newnam moved to approve purchasing the unit from Kelly Generator and contracting Bilbrough Electric for the electrical work; Commissioner Michael Sullivan seconded the motion and the council approved it unanimously.
Town Administrator Erin Braband and Water/Wastewater Operator Shawn Lane told the council that staff solicited quotes from five companies after the propane unit failed. Kelly Generator quoted a Generac 130 kW unit for $54,500 with a 6–8 week delivery window. General Power submitted two options: a Perkins 130 kW for $52,051 plus shipping from Florida, and an in-stock Perkins 150 kW priced at $55,573 plus $2,273 shipping (total $57,846). Bilbrough Electric supplied an electrical-work estimate of $8,900 based on the Kelly Generator specifications and said it would do another site visit to produce a quote matched to General Power's generator specifications.
Commissioner Newnam said the council should proceed with the Kelly Generator quote because the company is local and already under contract to provide generator services to the town, and staff noted the contractor's familiarity with Trappe's infrastructure. The motion approved a combined purchase and installation package totaling $63,400. The council completed the action at the special meeting and adjourned at 2:38 p.m.; minutes were submitted by Town Administrator Erin Braband.
