Mrs. Adams recommended terminating the landscape service agreement with Laz’s Lawn Service, Inc. due to poor performance and engaging GulfScapes Landscape Maintenance Services. Board discussion noted GulfScapes’ proposal of $58,500, which is about $13,000 higher than the $45,000 budgeted amount; GreenScapes was not an option because it declined to execute the CDD contract.
On motion by Kurt Blumenthal and seconded by Bob Schultz, with all in favor, the board authorized management to terminate the contract with Laz’s Lawn Service effective immediately and engage GulfScapes. The board discussed offsetting the additional cost using unassigned funds and withholding payments to Laz’s to cover plant replacement expenses.
Staff will execute the termination and new contract and monitor costs against the budget; the board directed management to finalize subconsultant agreements and work authorizations before execution.
