The board ratified MRI Construction, Inc. Change Order Estimate #500 for price changes to Phase I and Phase II Stormwater Management Projects in the amount of $150,786.09.
District Engineer Charlie Krebs and Eric Long explained that changes and inlet relocations were necessary based on existing field conditions and homeowner input following site tours. Supervisor Terry Mountford objected to the approval process and said there is ‘‘a major dysfunction in the CDD’s operating process’’ when the CDD approves significant over-budget expenses without a special meeting. Assistant Secretary Kurt Blumenthal and others explained the timing and carryover of funds from FY2024 into FY2025 and supported ratification. The board directed District Counsel Tony Pires to draft ground rules for approving projects that exceed specified amounts and ratified the change order on a unanimous voice vote.
