River Ridge CDD approves goals, performance measures under new state law (HB7013)

District management and counsel told the Board that recently adopted state legislation (HB7013) requires special districts to set annual goals and report performance measures. Staff proposed three focus categories for Fiscal Year 2025: Community Communication and Engagement; Infrastructure and Facilities Maintenance; and Financial Transparency and Accountability.
The Board approved the Goals and Objectives and the Performance Measures/Standards & Annual Reporting Form and added the initial report deadline—December 1, 2025—to the district’s Key Activity Dates list. Staff indicated the report must be posted on the CDD website to comply with the statute.
