River Ridge board approves temporary 'zombie box' for lake aeration after debate on relocation costs

The board discussed alternatives, including installing a temporary aeration enclosure ('zombie box') at the existing location and revisiting a $10,755 relocation proposal during the FY2026 budget process.
On motion by Bob Schultz and seconded by Robert Twombly, the board approved installing a zombie box in the amount of $3,098; the motion passed 3-2, with Schultz, Twombly and Merrill in favor and Mountford and Blumenthal dissenting.
The board directed staff to reconsider the relocation and associated costs during next year’s budget cycle. The approved temporary solution is intended to maintain aeration while giving the board time to evaluate the relocation proposal and potential easement impacts.
