Staff recommends a plat committee and delegating ministerial approvals to speed permits

Staff recommended establishing a plat committee to review ministerial plat amendments and light waivers so fewer items must go before the full planning commission. The proposal envisions staff members, department heads, at least one planning commission member, and technical representatives meeting as needed on a biweekly basis to handle routine approvals; staff said this would require an ordinance amendment but would keep public hearings and transparency where waivers are needed.
In tandem, staff suggested treating some development plan reviews (DPRs) as ministerial when they "meet code" and delegating their approval to staff or a technical advisory committee; waivers or alternate plans would still come before the commission. Staff cited peer examples such as McCordville and Greenfield where similar committees have been used to speed approvals.
