Staff reported that many of the residential projects approved over the last five years would not be allowed under the existing R1–R4 standards, saying none of those projects would comply with those districts. "None of the projects we approved over the last 5 years would actually be allowed in our our 1 to our 4 district," staff said, and staff raised concerns that the zoning ordinance is out of date relative to recent approvals.
Staff recommended aligning the new comprehensive plan typologies with zoning districts to reduce that mismatch and said the RM1 and RM2 districts offer the greatest flexibility for an array of housing options. The discussion positioned the comprehensive plan update as a primary vehicle to reconcile typologies, zoning, and the town's 20-year vision.
