Plan commission approves Cumberland Marketplace development plan with conditions

The Cumberland Plan Commission on July 22 approved the development plan review (DPR2026-04) for Cumberland Marketplace, a two-building commercial phase on Lot A1 (approximately 5.256 acres) at the southeast corner of County Road 700 West and Highfield Drive. The approval is subject to conditions including securing INDOT permits for US‑40 and County Road 700 entrances before any earthwork and addressing engineering comments from the town’s consultants.

Planning staff told the commission the proposal meets the relevant zoning and subdivision criteria and aligns with the town’s comprehensive plan. "Lot A1 is 5.256 acres," staff said during the presentation, and staff noted the architecture and landscape plans meet the National Road overlay district requirements. Dylan Reynolds of Space and Co. Engineering, representing the petitioner, said the first phase focuses on two buildings on about five acres and that the proposed hardware store is about 14,000 square feet.

The commission’s approval included four written conditions: obtain and provide copies of permits for proposed driveway access along US‑40 and County Road 700 before moving dirt; address all BFS and Crossroads engineering comments; submit final signage designs to staff for approval prior to permitting; and install specified thoroughfare street lighting (150W LED style C fixtures) with any alternatives subject to town approval. The motion also required pedestrian-crossing elements on Highway 700 (examples cited included median refuges, curb extensions or raised crossings). The motion carried by voice vote.
