Douglas County unveils 2027–2031 CIP, prioritizing $42.7M in facilities and $41.8M in roads

County finance and staff presented the 2027–2031 Capital Improvement Plan (CIP) to the Douglas County Board of Commissioners on July 22. Brooke, the county finance manager, said the plan concentrates on facilities renovations and road and bridge work and described recent completions including a near-complete public safety building, courthouse masonry restoration and several parking lot replacements.
Brooke outlined the CIP funding picture, saying the county began the year with an $85,700,000 CIP fund balance, of which roughly $65,970,000 was earmarked for facilities. "Now I would be no finance manager if I didn't put this on a graph for you guys," Brooke said while walking commissioners through five-year expenditure projections. She told the board the five-year totals in the packet show $42,700,000 for facilities projects and $41,800,000 for road and bridge work. Brooke also described the fund sources that support the CIP, including bond sale proceeds, rental income, interest and transfers from the general fund.
Commissioners pressed staff on schedule and cash-flow implications. Chad, the road and bridge representative, told the board that a near-term $35 million spenddown in 2026 reflects projects concluding this year and that similarly large entries in 2029 are tied to planned Route 1061 work; when those large projects clear the annual balances will return to levels the county considers more appropriate. The presentation closed with staff offering to upload slides to the public agenda packet for further review and to answer commissioners' follow-up questions at the business meeting.
