Putney managers outline Town Hall renovation funding push, including $1 million congressional request

Putney Town Manager Karen Astley updated the Selectboard on the Renew Town Hall project, reporting that the project team has received multiple revisions to the construction cost estimate and that local sentiment from a non-binding article was positive for pursuing funding.
Astley said the RTH team has applied to Rep. Becca Balint's office seeking $1,000,000 in congressional funding and has other potential funding avenues under consideration, including a VCHP ADA modification grant (up to $150,000) and a T-Mobile grant of $50,000. She also listed bridge construction loan and USDA loan options and noted deadlines for congressional funding requests.
"I would like to draft an Request for Proposal for smart water meters and the installation of them," Astley said, noting that water and sewer fees have not been adjusted since 2017 and that seeking a second water source is in progress with ReCap's assistance. Next steps identified in the memorandum include a roof leak assessment, VIA-led construction documents, and pursuing grants and congressional funding in late March and early April.
The Selectboard received the update for follow-up. Town staff will provide construction documents and return with specific scopes and schedules for procurement and grant applications.
