Bannock County retains most capital requests; wellness-complex parking and fairgrounds barn addressed

County staff told commissioners that most capital requests were left intact for FY27 while they made targeted adjustments to align with departmental reserves and priorities.
"We left that in there, with funds to be able to use for that remodel," staff said referring to an administrative remodel above the jail and noted the fairgrounds barn was split between PILT and fairgrounds budgets because of limited fairgrounds reserves. The clerk and staff also said they left $200,000 in for resurfacing an area by the grandstands and discussed adding roughly $300,000 more—using reserves from PILT—to finance a new parking lot at the Wellness Complex for an estimated total near $500,000.
Commissioners discussed using existing county equipment and manpower to grade part of the site this year, and whether some work could be done out of the current year’s capital if schedules allow. They also discussed adding small, low-cost reader boards near the complex to publicize events to the large captive audience the complex attracts.
Staff confirmed several other capital items were rolled forward (landfill scale house, SCADA updates, generator rebuild) and that some purchases (e.g., an assessor vehicle) were reallocated to the appropriate departmental budgets.
