City reports June finances: ARPA balance remains for wastewater work; sales tax up modestly

City staff presented a mid‑year financial summary and quarterly treasurer's report, noting the city is roughly halfway through the fiscal year. The report includes ARPA funding encumbered in 2023 for engineering and project management on the wastewater treatment plant improvements; staff reported $205,570.50 remaining in that ARPA allocation and said they expect to expend the funds by the end of the fiscal year if the project pace continues.
Staff also reported overall sales tax collections are up 1.7% from the prior year; city sales and use tax is up 0.8% and the county share is up 3.9%. On capital projects, staff reported the Front and Ridge Street improvements are nearly complete and highlighted the wastewater treatment plant project, a $6,349,000 scope with just under $1,500,000 processed to date. Staff anticipates a change order likely under $90,000 to be presented at the August 3 meeting and said staff continue to monitor timelines and disbursement requirements for state loan amendments and other financing options.
