Ennis staff say underpass design advances, railroad approval remains key

City staff updated the commission on the Union Pacific Railroad underpass, saying the project has grown from its original scope and that the railroad’s design requirements drove the larger cost and a two‑bridge solution. Staff told the commission the newest construction estimate is roughly $61 million and that the Regional Transportation Council has approved the final funding package, closing the project’s funding gap.

A staff presenter said the railroad is reviewing a 60% submittal and that a 100% submittal is expected in September with final railroad approval possible in October. “If that holds true, then TxDOT can put together the bid packages,” the presenter said. Staff emphasized that construction sequencing will be phased to keep pedestrian access to downtown businesses and that local streets will be managed to preserve business entrances during work.

Commissioners pressed staff on schedule risk tied to the railroad’s approval; staff said the railroad historically exerts strong control over design decisions and that the city is dependent on the railroad finishing its review. The presentation also covered traffic management, a six‑step phasing plan for lane closures and the city’s role in coordinating with downtown businesses to manage deliveries and maintain access.

The commission did not take action to alter funding but heard that, if the railroad’s October decision is favorable, TxDOT anticipates bid packages could be ready in time to advertise by May 2027. Staff said additional outreach materials (slides and the traffic control plan) will be shared with commissioners and the public.
