Committee member urges refreshed solar presentation after federal tax-credit boost

A community speaker at the Plymouth meeting urged the township to revive its municipal solar presentation after recent federal changes that qualify the township as an "energy community." The speaker said the change could boost available tax incentives and shorten the project's payback timeline. "So you could theoretically have 50% of your solar system," the speaker said, describing a stack of base incentives, an energy-community bonus and potential domestic-content add-ons.

Board members and other attendees debated the project's scale, likely return on investment and logistics, including developer-run operations and maintenance through a power purchase agreement or an energy-management service agreement. One member noted the installation must be operational by Dec. 31, 2027, to capture the credit window and suggested the board prepare a September workshop presentation so council could consider the project during October budget planning. "If we get the application in by October, and we could still get it done by next summer," another participant said, arguing a six- to 12-month delivery window is feasible for arrays under 500 kilowatts.

Speakers emphasized the need for refined numbers before the council makes a budget decision: costs, expected annual savings, and the split of upfront costs versus long-term savings. The group also discussed outreach to new council members unfamiliar with prior work and identified Exact Solar as a vendor with specific PPA/EMSA programs the township could evaluate. The EAB agreed to bring a revised pro forma and presentation back to the September workshop to allow council discussion ahead of the budget timeline.
