The Waukesha City Board of Public Works voted May 22, 2025 to approve the developer agreement for phase 1 of the Winterberry Reserve subdivision located north of Summit Avenue and east of Meadowbrook Road. Staff said the agreement documents required public infrastructure standards, ensures financial guarantees, and sets expectations for timelines and impact-fee handling.
During discussion, a board member asked whether a homeowners association would be formed and who would carry future maintenance obligations. Ben Lane of Veridian Homes introduced himself and explained: "There will be a homeowners association... once we have the final plat approved and the lots established within the subdivision, we will record CCRs and operating documentation for the homeowners association." He added that Veridian will complete phase 1 obligations and provide warranties, and that the HOA would not be immediately affected by developer obligations.
