Julia and Corey Sheperd presented an application to construct an attached 24-foot-wide garage and a 30' x 30' accessory dwelling unit at 165 Kendall Pond Road; the proposed septic and structures would be approximately 33.8 feet from a wetland where Windham ordinance requires a 100-foot buffer.
Commission Chair Kara Feldberg emphasized downstream sensitivity and cited a 2024 Moosewood Ecological Wildlife Management report when urging caution. Vice Chair Michael Specian suggested that reducing the number of garage bays could reduce impact; commissioners requested gutters, drywells and other filtration measures. The commission expressed strong concern about runoff impacts to wildlife and noted the applicants had considered alternative placements but were concerned moving the structures could create greater habitat disruption. No final vote was taken; the commission sought more detail on mitigation and bittersweet removal plans.
