Applicant seeks three-lot subdivision of 63-acre Double C parcel; road work and wetlands compliance raised

Greg Chase, the applicant, told the Sharon Planning Commission & Development Review Board on June 24 that he intends to subdivide a 63-acre parcel known as the Double C property into three lots and that there are no current plans to build houses on those lots. A site visit on Chapel Hill Road preceded the hearing.
Board members focused on access and environmental compliance. Members noted that Lot 2 extends into the town of Norwich and therefore is subject to Norwich rules that prohibit further subdivision of that portion of the lot. Selectboard materials and a prior Selectboard hearing on road work and accesses were noted as part of the application file.
Members raised concerns about recent road work. Kevin Gish reported that the applicant conducted work on a Class 4 road that, according to MRGP and state wetlands personnel referenced at the meeting, is out of compliance and will require remediation. Greg Chase said the work was authorized by the former Sharon road foreman. Norwich Zoning Administrator Steven True requested that the mylar include a notation that land in Norwich is subject to Norwich regulations, include the ridgeline protection overlay on Lot 2, and be recorded in Norwich.
The DRB closed the hearing for Double C at 7:50 p.m.; the application will be discussed again at the joint DRB/SPC meeting scheduled for July 8. The board also directed staff and the applicant to address the access and wetlands compliance issues raised at the hearing.
