Board approves WasteZero contract to implement DEEP-funded pilot; questions raised about Phase Three accounting

The Litchfield Board of Finance approved a turnkey program management, implementation and consulting agreement with WasteZero, Inc. to implement the DEEP-funded pilot for food/organics separation and unit-based pricing at the Recycling Center.
Chairman Sam Olmstead explained the DEEP grant will pay WasteZero to perform the work so "there is no Town money involved," and that the contract had been reviewed by Town Counsel. Matt Dyer moved to approve the contract and Patrick Allers seconded; "upon voting all voted aye" and the motion carried.
During discussion Board members noted the contractor will provide program materials and data services. The minutes state WasteZero "is providing all the bags, tracking, management, monitoring and an assessment of our waste analysis." Patrick Allers asked for clarification about Phase Three—accounting, billing and collecting—and whether it would involve Town accounts. Matt Dyer said WasteZero would perform those services but he "doubted they would have the use of Town accounts." Chairman Olmstead said the contract and implementation details will go on to Town Meeting where additional questions may be asked.
The contract approval authorizes the Town to proceed with the proposed implementation under the DEEP grant; operational details such as billing flows and any use of Town accounts were discussed but not finalized in the meeting.
