Chairman Sam Olmstead told the Board the resolution must be adopted by the Board before it is forwarded to Town Meeting. Patrick Allers moved to adopt the resolution and Matt Dyer seconded; "upon voting all four voted aye," and the motion carried. The resolution records that acceptance of DEEP funds is "not to exceed $99,556" for the pilot and that First Selectman Denise Raap is authorized to execute and deliver any and all documents necessary to carry out the grant terms.
Board member Matt Dyer said the pilot "potentially addresses the growing costs to the Town when we really need cost saving measures," framing the grant as a cost-containment and equity effort. The resolution's stated aims are to reduce costs to residents, increase recycling, and enhance service equity through food/organics separation and unit-based pricing (UBP).
The resolution language was read into the minutes and will be forwarded to Town Meeting for final consideration. The minutes record the procedural authorization that allows the First Selectman to sign any required grant documents on the Town's behalf.
