Commission recalls prior debates over Parkside parcels and site-law review

City staff confirmed agreements exist for future development on some Parkside parcels but said they had not seen comprehensive layout plans that quantify impervious area across all parcels. Members referenced a previously reviewed manufactured-housing plan (190 lots) that they believe was subject to state review and noted that cumulative impacts of multiple parcels can trigger additional review. Staff said the city requires proof of legal right-of-way access and that developers are responsible for constructing needed roads when subdivisions require it.
The commission asked staff to watch for common-scheme-of-development indicators and to flag projects that warrant site-law review as they move through the planning process.
