ABZA grants TRG West Lafayette parking and height variances, 4-1; staff had opposed height request

The Area Board of Zoning Appeals on June 24 approved two variances for TRG West Lafayette, LLC's proposed multifamily project: a reduction in required parking from 502 spaces to 412 and an increase in building height to 55 feet. Both motions passed by recorded ballot, 4-Yes to 1-No.
APC staff recommended approval of the parking variance but recommended denial of the height variance. Chris Shelmon, representing TRG, said a legal drain across the southwest corner and the desire to mirror nearby developments constrained site layout and argued the height variance would not "provide extra density to the area." Grant Deaton of TRG said the project team had coordinated with County Commissioner Tom Murtaugh and planned a 10,000-square-foot retail component to the north pending rezoning. Board members questioned whether the request reflected a self-imposed hardship and whether staff had shown consistent parking-ratio guidance; staff said parking-ratio reform was planned as a future ordinance priority.
The board approved the parking variance 4-Yes to 1-No and also approved the height variance 4-Yes to 1-No. Robert Novak ordered the majority members' findings to be recorded as the collective board findings.
