Property owner says Bluff Street and alley must remain; utilities block abandonment

Resident Bill Boruff addressed the council July 14 about a strip of land platted as Bluff Street and an adjacent alley east of his property. He said those areas should be maintained by adjacent property owners and that fences or structures are not allowed within the right-of-way.
Boruff also asserted the Bluff Street plat cannot be abandoned because utilities run through it: "Bluff Street plat cannot be abandoned due to utilities running through it," he said. The council did not take formal action during the meeting; the comment was entered into the record for future consideration.
