Windham votes to express interest in buying more regional water rights; citizens press for study

Town Administrator Michael Branley presented a request from the Southern New Hampshire Regional Water Project asking whether Windham wants to purchase up to 110,000 additional gallons per day of water rights at a total cost of $392,700. Board members said they were inclined to express interest but flagged a bond-funding mismatch: the town is paying the bond faster than users are buying water, and any purchase would ultimately require appropriation at Town Meeting.
Citizen Gary Garfield asked when the town will exhaust its current 200,000-gallon allocation; Branley responded that about 100,000 gallons have been sold but only roughly 10,000 gallons are currently being used. Wayne Morris urged formation of a water study committee to assess quality, quantity and timing. Mr. Hohenberger moved to send the Department of Environmental Services a letter expressing the Town’s interest in additional Phase II allocation; the motion passed 4-0.
