City Clerk Mr. Clark read the Richmond City Council's chamber emergency evacuation instructions at the start of a special meeting. He told attendees that "Upon activation of the emergency alarm signal, all persons should immediately exit the building," and instructed people to use the exits at the front of the chamber or the north and south stairwells outside the rear doors rather than elevators or escalators.
Mr. Clark directed people to proceed down 9th Street to the fenced assembly area located between Clay and Lee Streets and asked that able persons assist visually and hearing-impaired visitors with exiting. The public safety announcement was followed immediately by the clerk's formal introduction of legislation items and the meeting's adjournment.
