The Litchfield Planning & Zoning Commission on May 4 unanimously approved a Special Exception under Sec. 5.2 to allow a 1,000‑square‑foot accessory apartment at 34 Scenic View Drive. Chairman Carol Bramley closed the public hearing at 7:08 p.m. before the vote.
Owners W. Knize and V. Knize presented amended plans and confirmed the accessory unit will be attached to the main house via an L‑shaped breezeway. The application had been continued after commission staff discovered a 1988 subdivision Declaration of Covenant that prohibited stand‑alone accessory dwellings; the applicants revised designs and secured TAHD reapproval on April 29. TAHD representative B. Jacques "extended permission for neighbors to contact him with any questions regarding this application," and Bramley reported the neighbor at 52 Scenic Drive who had raised septic concerns was satisfied with TAHD's approval.
The motion to approve was moved by M. Eucalitto and seconded by D. Correia; the vote was unanimous. No conditions beyond the amended plan and TAHD approval were recorded in the minutes. The approval completes the Commission's review that began when the public hearing opened on March 16 and was continued to allow design and health‑department coordination.
