The Midvale Planning and Zoning Commission voted to approve a preliminary subdivision for a 12‑unit development at 7838 S Holden St in the RM‑25 zone on March 12, 2025. Staff reported the 12 units (three four‑unit buildings) are under construction on a 0.5‑acre parcel, and that the project previously received an Administrative Conditional Use Permit and site plan approval in May 2024. The approval allows the units to be subdivided and sold individually to encourage homeownership rather than be held as rentals.
Temple Olayan, representing Vision Properties, told the commission the developer "is excited to build beautiful, affordable housing in Midvale." Nearby residents voiced opposition and specific concerns: Kenneth Harper said he hopes to remain on his long‑term family property and cited worries about overwhelmed parking, inadequate green space, second‑story windows and fire‑safety egress, proximity of air‑conditioning units to his house, construction damage and dust, odors from on‑site facilities, and rodents appearing since construction began. Another resident, Janelle L., said construction debris damaged her car and questioned how a 12‑unit project fits on the small lot. Commissioners and staff noted that zoning density and prior approvals constrained options at this stage and directed residents to their City Council representative for zoning changes. Commissioner Shane Liedtke moved to approve the preliminary subdivision; Vice Chair Robyn Anderson seconded and the motion passed unanimously.
