City staff and a consultant presented a design concept for a stormwater 'swale' and planter along Commercial Street, adjacent to the Peace Plaza/Civic Center area, as part of the city's retrofit program required by its MS4 stormwater permit.
Public works staff explained the retrofit program ranks opportunities to add water‑quality facilities where new standards were not in place at the time an area was developed; the Commercial Street location discharges to Pringle Creek, a salmon habitat. A presenter showed renderings tying a swale into a larger Peace Plaza vision; the swale was described as an excavation of the existing grassy strip, with an estimated construction cost of about $350,000. Staff said the swale concept would be processed through the retrofit program (funded by utility rates) and that Peace Plaza improvements have a larger estimated cost (about $2.5 million) with $100,000 previously earmarked toward a northeast corner improvement.
Committee members asked about sidewalk widths, whether trees in renderings would be planted, and how to use interpretive signage to educate the public about the purpose of the feature. Staff said they would refine the design, keep as much existing landscape as feasible, and return with more detailed images and cost breakdowns.
