Housing Authority to seek independent cost estimate and scope for Donnelly Homes rehab ahead of FEMA review

Housing Authority staff said they have secured an architect/engineer contract via piggyback from the Orlando Housing Authority and will move next to an independent cost estimate (ICE) and scope of work to submit to FEMA for rehabilitation funding for Donnelly Homes.
Miss Pope told commissioners the authority had obtained a proposed contract and plans to "piggyback off of the Orlando Housing Authority's contract with 1919 Architects," then pursue an ICE so the agency can determine repair costs. She described the initial rehab priorities: "The high impact windows need to be replaced. . . Air conditioning units are starting to go out. They're 10 to 12 years old and the tankless water heaters are starting to fail." Staff said once the ICE and scope are complete they will submit the package to FEMA as the agency evaluates alternate-project funding for displaced or demolished properties.
The reported procurement approach is intended to expedite scope development and allow the authority to take advantage of FEMA or insurance approvals; staff said FEMA funding usage must be applied to another housing authority property serving the same clientele when a property is disposed. The board did not take separate action beyond directing staff to proceed with the procurement and ICE work.
