The New Smyrna Beach Housing Authority voted to adopt a suite of administrative resolutions covering utility allowances, the capital fund program and an expanded wait list for Greenlawn Manor.
Miss Pope presented the proposed utility allowance schedules and explained they follow the authority's Move to Work approach: "These are the utility allowances that we use as a move to work agency," she said, detailing the bottom-line allowances per bedroom size for multi-family and single-family units. Commissioners then moved to approve the Move to Work supplement (resolution 2025-21), the annual CFP plans (resolution 2025-22), the Greenlawn Manor one-bedroom wait-list opening to 100 applicants (resolution 2025-23), the Section 8 utility allowances (resolution 2025-24), and the public-housing utility allowances (resolution 2025-25).
The allowances set how much the authority subtracts from a tenant's required 30%-of-income rent calculation to account for utilities. Miss Pope illustrated with an example: a one-bedroom tenant would receive a $99 allowance, which reduces the tenant's portion of rent used in subsidy calculations. The board approved the resolutions by voice vote after the motions were made and seconded; staff noted signature revisions would be completed before final filing.
The approvals clear administrative steps that will govern tenant rent calculations and program administration for the coming year, and open a 100-applicant wait list so the authority can process new applications for Greenlawn Manor once processing is complete.
