Council authorizes corporate-sponsorship RFP pilot with revised timeline and scope options

The Moab City Council authorized staff to issue a draft request for proposals (RFP) to pilot corporate sponsorships for city initiatives, with direction to revise the timeline and return results to council in April.
City Attorney Nathan Brackett said the RFP idea was a council-level suggestion to pilot a two-year sponsorship program and that an initial draft focused on four-wheel-drive (4x4) industry partners because that would be a narrow applicant pool. Nathan said the timeline in the draft needed updating and that the RFP could be broadened or rewritten based on council direction. "If this is something the council would want to entertain... I would suggest having the RFP go out tomorrow... having responses due on, say, March 6, and that way you guys could act on it on March 11," he said, adding that those dates can be changed.
Council members discussed scope, duration, and evaluation criteria. Caitlin said she favored running a pilot and testing what proposals would look like: "I think running the RFP as a pilot makes a lot of sense because we just don't even know what we're gonna get necessarily." Some council members favored a broader RFP that would include multiple outdoor recreation industries rather than limiting the pilot to motorized recreation; others noted that exclusivity could attract larger sponsors. The council voted to approve the RFP as drafted, subject to staff changing application and finalization dates and returning recommendations to the second meeting in April; the motion (moved by Council member Jason, seconded by Miles) passed 4-0.
Council directed staff to coordinate with the city manager and to consider including a council or staff evaluation committee in the RFP language. Staff said they would work with procurement staff to post and manage the RFP and that they would adjust timelines to allow outreach during Easter Jeep Safari if council desired.
