With Dustin Gettel sworn in as mayor, City Manager Matt Dahl reminded the council that state law requires the council to appoint a qualified replacement within 30 days. "The City Council must appoint a qualified candidate to fill the vacated city council seat within 30 days," Matt Dahl said on the record.
The council unanimously set Dec. 30, 2024 at 5:00 p.m. as the application deadline and approved holding candidate interviews and appointing the new council member at a meeting on Jan. 7 (transcript lists Jan. 7, 2024; the council’s adoption and surrounding dates indicate the intended date is Jan. 7, 2025). Council also adopted procedural rules: candidates will be heard in application-submission order, speaking time will be three minutes if 10 or fewer applicants (two minutes if 11 or more), and council members may ask up to five minutes of questions per candidate. The council approved a secret-ballot format and the same coin-toss tie-breaking protocol for narrowing ties among candidates.
