City staff presented Ordinance 75-25, which grants a nonexclusive franchise to CFB Outdoors Inc. to provide construction-and-demolition (C&D) debris removal services within New Smyrna Beach. Public Works Director David Ray described the ordinance as a standard nonexclusive franchise for pickup of C&D material and answered commissioners' clarifying questions that the franchise covered residents and businesses.
There was no public comment on the item. After a motion and second, the city clerk called the roll and the ordinance was adopted on the record. The ordinance provides the city with a contractual framework for franchise duties, terms and conditions and an effective date to be codified.
