The Community Redevelopment Agency on Oct. 28 approved a 50/50 large-scale commercial facade grant of $61,698 to Robert Colvin, president of International Brew Incorporated, operating as Merck's Bar and Grill at 193 North Causeway. Chair Cleveland put the motion to a roll-call vote; Member McGurk, Member Ashley, Member Perrine and Chair Cleveland voted yes and Vice Chair Martin voted no, carrying the motion 4–1.
Sam Bergeron, the city's economic development director, told the CRA that the application covers exterior improvements including parking lot resurfacing and drainage, replacement doors, new signage, security cameras and exterior painting. Bergeron said the total estimated project cost is $123,396 and that the applicant submitted the required three licensed-contractor quotes and documentation. "Staff recommends approval," Bergeron said.
During public comment, Karen Francis of Menorca Beachway objected to funding a "thriving and successful" private business and urged the board to focus on stormwater and affordable housing needs. "We love private businesses, but we do not need to be giving large sums of money to very successful private businesses," Francis said. Bergeron responded that the program is limited to commercial properties within the CRA and that residential properties, including townhouses, are not eligible for these facade grants.
Commissioners asked about program mechanics and funding. Bergeron explained that the program is reimbursement-based and operates under tax increment financing (TIF) created by Florida Statute chapter 163, part III; applicants pay upfront and are reimbursed under the 50/50 match terms. He also noted a five-year recapture provision if a property is sold within that period. The chair closed discussion before the motion was called and the clerk recorded the votes.
