Council hires DOWL for Oak Street sewer lift station design after warning about backflow risk

The Carlin City Council voted unanimously to hire DOWL to begin engineering, budgeting and permitting for the Oak Street sewer lift station project.
Logan Jensen of DOWL told the council the scope includes 30% design plans and field work; Jensen said the existing lift station is outdated, requires daily Public Works maintenance to clear debris, and may be overwhelmed by projected growth. City Manager Richard Braithwaite said the current station gives about a "two-hour warning" before potential backflow issues, a performance he described as well below the state's six-hour reliability expectation.
Mayor Dana Holbrook urged moving forward quickly, and Jensen said the initial 30% design phase would take approximately three to four months and establish the basis for permitting with state agencies and coordination with equipment manufacturers. Braithwaite said the project would determine whether a full replacement is needed or an upgrade is sufficient and emphasized the need to secure grant funding to avoid rising costs. Councilmember Cameron Kinney moved to approve engagement of DOWL for the project; Brandon Keller seconded, and the motion passed unanimously.
The council recorded an estimated overall project timeline of 12 to 18 months for the complete lift station project and directed staff to proceed with grant-seeking and permitting preparations.
