Carlin staff report Arthur Springs water-main project moving to design and permitting; construction eyed next spring

City Manager Richard Braithwaite told the council that the Arthur Springs water-main replacement project is progressing through design and budget reassessment with Dowl Engineering and that state regulatory permits are being coordinated. "The project will need comprehensive structural evaluation of the reservoir," Braithwaite said, and staff expect construction to begin next spring if permitting proceeds on schedule.
Braithwaite warned that inflation has raised projected costs and that staff are exploring Change Order #4 to keep work moving under existing contracts rather than starting new bids. He also said the Arthur Springs work currently qualifies as the city’s only shovel-ready project for available federal funding, and staff will present detailed budgets and bid packages as design and permitting advance.
