Carlin council commissions water rate study; related water-code and rate resolution deferred

Mayor Dana Holbrook told the council the city’s water-rate structure has gaps—particularly a lack of properly metered residential rates—and that new business development and inflation make an updated study necessary. "A new comprehensive study would allow the city to modernize its water pricing system and address these deficiencies," Holbrook said. Denise Taylor moved to commission the study; the council voted unanimously to approve it.
At the same meeting, legal counsel identified outstanding questions about Ordinance No. 262 (amending Title 9, Chapter 4 of the Carlin City Code) and recommended postponing formal action; Resolution 2024-10 (amending and establishing metered water rates) was also not acted on because it had only recently been presented to the mayor. Mayor Holbrook said additional legal review and staff work are needed before the council will consider those items.
