Carlin delays action on proposed water-code amendments pending resolution of billing dispute

The council conducted a first reading of Ordinance 262 to amend Title 9, Chapter 4 of the Carlin City Code regarding water-service rules. Councilmember Denise Taylor warned that moving forward on the code amendments while the Desert Gold appeal is unresolved could create conflicting standards, and legal counsel raised concerns about ambiguous language that may require city approval for meter-based billing.
Mayor Dana Holbrook agreed the ordinance’s final approval should await clarification of the billing appeal. City Attorney Lauren Landa said she would review options for clarifying the resolution and code language and present additional analysis at the January meeting. No action was taken on Ordinance 262 at the Dec. 11 meeting.
