Public commenter Grant Smith endorsed the idea, citing recent expensive sidewalk work he faced. City Manager Richard Braithwaite said staff must draft program guidelines including eligibility criteria and lien procedures; Denise Taylor moved to direct staff to develop the program but not to implement it until the next fiscal year when funding availability is known. The motion passed.
The council’s direction requires staff to return with program rules and a proposed funding plan before any loans are issued.
